Received Nov. 18, 1.30 a.m. LONDON, Nov. 17. H.\ Bernstein, a Socialist writer, -states that Mr Ramsay Macdonald informed him that Great Britain had sent Germany a friendly communication regarding. Morocco which was not answered until a fortnight later. Britain repeated the enquiry 3 and Mr Macdonald «tated that Germany's answer was an insult; thereupon followed Mr Lloyd George's speech.
