AUSTRIA'S ARMY.
REORGANISATION URGED
VIENNA, July 27. In opening the Reichrath, or Council of the Empire yesterday, the Empero? Francis Joseph emphasised the necessity for. immediate reorganisation of the army, and for keeping pace Avith the development of military forces that were rapidly progressing everywhere.
He trusted that the blessing of peace v/ould be assured to Austria by her intimate relations Avith her allies, whigh Avere unalterably cordial, as well as by the friendly relations that the monarchy Avas cultivating with all Powers.
The aged Emperor, it was noted, showed no trace of his recent illness.
