ANOTHER RECONSTRUCTION SCHEME.

LONDON, May 6. Lord Selborne, speaking at Barnstaple, declared that Monday would see the introduction of an alternative plan for the reconstruction of. the House of Lords, whereby it never again could be said that both parties were not fairly represented in the House of Lords. The power of veto would not be abolished, but provision would be made for a joint session in the event of differences on ordinary questions and a referendum for grave questions.
