THE IMMIGRATION QUESTION.
BY CABLE—PEESS ASSOCIATION—COPYEIGHT. CAPE TOWN, April 7. Mr Smuts, in the Assembly, declared that too much was made of the education test in immigration, and advocated the test of sound health and good character, provided the immigrants are white men.
The Mail Contracts Bill was read a third time in the Senate.
Mr Schreiner's amendment was rejected by 27 to 2, debarring the Go-vernor-General from entering into contracts with shipowners charging unreasonable rates, thereby empowering the Government to fix rates. The Government considered the amendment too drastic.
The Natal Immigration Board passed applications for leave to import 16,000 Indians, but in consequence of good harvests it ie possible to obtain only a fraction of them.
