The War Office considered it was not justified in giving more than £12,500 on the ground that M. Clement declined to give tests in accordance with Lord Rayleigh's Aeronautical Committee's requirements, and that the balloon envelope was partly worn out. _ ... Mr Harvey dv Cros, an English merchant, subscribed £5500 to prevent M. Clement taking the balloon back to France.
