BERLIN, April 12. An unearned Increment Bill -has been introduced into the Reichstag providing that municipalities may levy on the sale of real estate, handing to the Imperial Treasury 6 per cent.

Enquiries made by the German Bureau of Popular Welfare in 125 towns revealed the fact that 22,000 children in winter and 36,000 i" summer were sent to school without breaklast; 180,000 in winter and l 1^ 0 ? 0^ summer without dinner, and that 22,000 went to bed without supper. This was due to poverty and to the absence of the mothers at work. The Bureau deprecated making feeding obligatory, and advises the establishment of an independent organisation to feed children and recover the cost from the parents who are in employment.
