After eight were passed, Mr Byron, leader of the Opposition, declared that it was useless to continue and left the House with the Opposition. The Ministerialists then, passed the Bill. General Hertzog introduced a modification, requiring as a qualification for the position of principal or vice-princi-pal, instead of proficiency in English and Dutch, sufficient progress in the language wherein the candidate was not proficient.
