With reference to the Japanese suggestion that a conference of the Powers should be held to discuss matters containing the possibilities of friction in the Pacific, the Consuls-General of Germany and France, upon being interviewed, said they considered there were no points of friction for France or Germany to discuss. The opinion is generally held in foreign circles here that the only friction which could be discussed is one between China and Japan on one side, and America and Australia on tbe other. The Continental Powers have nothing to discuss, and it would be foolish to allow themselves to be dragged in.
