BOROUGH COUNCIL. (From Our Own Correspondent.) The monthly meeting of the Council was held last night; present — the Mayor (Mr T. C. Stanners), and Crs Tayler, Revell, Amoore, Hill, Parrott, Dive, and Crump. Cr Cattanach tendered his resignation, owing to being unable to attend. — Accepted with regret. Re blockage in Central Hotel drain, Foreman reported that he had found the blockage caused by a match box near the junction to the main drain. — Mr Potts submitted that as the urinal was practically a public one, he considered that he should not be called upon to defray the cost of clearing the blockage. — Account for cost to be sent to Mr Potts. Borough Foreman (Mr A. Hansen) attended and asked the Council what Was tobe done where drainage connections with private houses were blocked, and the occupiers or owners neglected to have the blockage removed. — It was decided that if it was found that the blockage was due to the negligence of the occupier the amount be charged to the owner of the property. Mr W. Hardy Jones waited upon the Council in reference to the water rate levied upon him for water laid on to bis farm from the main drain. The supply' was practically useless to him, as the pressure was only 71bs to the inch,, and when there was a leakage at the Elthani end his supply ceased altogether. His water rate was £3 18s. If the supply was a success this would be a heavy rate, but under the circumstances he thought the charge was excessive, and he asked that it be reduced. —Referred to Works Committee to report. The Foreman's report and the Engineer's report were read and adopted; and it was decided to call tenders for top dressing and asphalting in Bridge and High streets. On the recommendation of the Works Committee the plans of sub-division of Moir's Estate, submitted on behalf of Messrs J. F. and A. C. Pease, were approved; and it was decided to subsidise a culvert to be erected by Messrs Pease in Bridge street to the extent of £E5. • The By-laws Committee recommended that: the Borough Solicitor should be instructed to frame a new by-law dealing 1 " with the speed and control of motor vehicles in the public streets. Cr Amoore said a dangerous practice was in force amongst stablemen and others in driving loose horses at a gallop a|ong fiha streets at night. Cr Crump said the reason he asked that notice should be submitted in the new form was because' the buildings could probably be constructed for: a good deal less than £6000. 'He thought that probably £3500r would- be sufficient. He regarded the provision of a' Town Hall for Eltham as an absolute' necessity. During the past we had rubbed along, putting tip with the inconvenience of the present Hall. Now that Eltbam bad become the centre of a new electorate we must expect to have far more important political gatherings in the town. He thought it the duty of the town to ; provide a building of this description suitable to the importance of the town. He recognised that this was rather an unfortunate time to raise a loan owing to the stringency of the money market, but he considered that by the time the Council' Was ready' to- proceed with the erection ? of the building the financial market Would bo qasTer. Cr J Dive seconded the motion pro forma. ' • . Cr Parrott opposed the scheme on the grounds that the lighting question should be first put before the ratepayers. The duplication of large loans would not meet with the approval of ratepayers. The Stratford Town Hall had not been a payable concern.
