A QUESTION OF PRIVILEGE

The Speaker, in reply to Mr J. G. MacNeil, said that if anybody believed thai Mr Balfour in' receiving the previous day's ■deputation in using the words "fraud 1 " and "criminal legislative- conspiracy" intended to impute thai Ministers' conduct was capable of beiag indicted, it was obvious that a breach tof privilege had been committed. But he held that no mala fides was imputed. They knew that in. tihe ardor of a political .contest words were often considerably strained. He felt confident there had beem no breach of privilege.
