1 r ROME, May 24. The Postal Congress decided that the next Congress meet at Madrid. 'The final choico lay between Spain and Australia. The American delegate' Melbourne, claiming that Australia was a' young country, whicj) had made vast progress. Mr Chapman'.(Conunonwealth. dele, gate) was much applauded for his speech, in which hie thanked the Americans. He admitted' that the distance was a drawback, but hoped- that- by next Congress the time of the voyage wouJd : be reduced by .ohMhirii. The, British delegate supported "the invitatk>n of Britain's gneatest colony." . Japan and Canada also supported. The French delegate, while thanking Australia,; stated that .the majority favored a European capital. Melbourne received Severn votes and ' Madrid forty-three.
