The St. Petersburg correspondent- of the Times learns that Russia is issuing a five per centum loan of ninety-two millions, starting at eighty-five. Bankens alone are invited to subscribe. France is taking fifty millions, -and London, Amsterdam, and New York four millions each. - Russian banks take thirty millions instead of | Berlin. The sum of twenty-five millions \ out of the itotal ie required to pay Tecent j issues of short-dated bonds, and the bal- j a-nce will not- suffice to pay the expenses of the war and famine, and meet the deficit of the Budget.
