Mr Winston Churchill's speech as a whole, embodying what Britishera in the Transvaal heretofore claimed to be essential for the maintenance of British supremacy, and also Sir Henry CampbeU-Ban-tterman'e desire for conciliatory methods, are interpreted at Johannesbury ac an Imperial Government's tardy and reluctant concession, due to public opinion- throughout the Empire.
