BOROUGH COUNCIL. A special meeting of the Eltham Bor-ouo-h Council was held last night: present —His Worship the' Muyor (Mt G. W. Tayler), and Crs Parrott, Hill, Page, Carman. IJ riant and Wilkinson.

His Worship moved, That notice be confirmed striking general rate of l£d in the £, and tint water rate be struck as follows: Un all iand and buildings in the borough of Eltham, to which water is supplied (a) where the annual rateable value docs not exceed £12 lQs the rate to be 10s per annum; (b) where the annual rateable value exceeds £12 10s tiic rate {shall be £7 per cent, on first £100 of such value, £5 per cent, on second £100, £5 per cent, on third £100. and £4 per cent, on remainder. Half rates to be charged where water is within 100 feet from any part- of water works, but unconnected.— Carried.

Or Wilkinson moved and His Worship seconded, That the Finance Committee interview the bank wit.i reference to advances under the Eltham Drainage Enabling Act. 1905, to permit the Council loaning to householders to ma-ke water and drainage connections. — Carried. [t. was resolved t hut- in view of street improvement scheme all drainage and water connections be made to the vacant sections in Bridge and High streets forthwith.

Resolved, That the Finance Committee be asked to report as to substituting a 3-inch pipe instead of a 2-iitch pipe in Julian street.

Whilst, working at an excavation in Bridge street for Messrs Cowel] and Kneebone yesterday a workman named Fred Thorns had a fortunate escape from serious accident. The ground being of a loose nature, a. slip occurred, burying Thorns up to the waist. His fellow workmen fjuickly extricated him. September 12
