Campbell-Bannerman. in a speech at Manchester, said: "We had nothing better to give the colonies than open ports, and they ought to give us greater faculties like Canda. The Sugar Convention is causing ub a loss of millions in order to benefit the West Indies by a few thousands. This is a foretaste of retaliation and preferncc."
