[PB£d3 ASSOCIATION.] LONDON, November 8. French newspapers state that the town of Port Arthur is a heap of ruins. There is not a building in the town intact.
The garrison now available for duty numbers only four thousand. It is teported from Chefoo that the Japanese have captured Teolongstan Hill, commanding the whole town of Port Arthur.
