The Counties Act Amendment Bill', No. 2, giving County Councils in new counties power to borrow an overdraft, was committed.

Mr tV. C. Smith moved a new clause giving the Council of any county power to authorise any Road or Town Board within its boundaries to construct or repair at its own cost any footpaths in any county road within such road district or town district. Agreed to. The bill was reported as amended. The adjourned debate on the second wading of the ' Wellington Oity Leasing Bill was resumed, and further adjourned till to-morrow.
