(Received September 30, 10 a.m.) .SYDNEY, September 30. The weather is cold and stormy, with a rough sea. The report of the Inspector of the Insane last year shows an increase of 263 compared with the average annual increase of 127. It calls urgent attention to the overcrowding of asylums. The steamer IHaroo, from - Fiji, was unabld to load at the island of Fortuna owing to a strike of natives. BRISBANE, September 30. In the Legislative Assembly a resolution was carried emphatically protesting against Chinese labor in the Transvaal until a referendum of whites is taken.

A new mineral, believed to be uranium, has been discovered in the Chillagoe district.

ADELAIDE, September 30. The Assembly has not yet finished the discussion as to reducing the status and pay of State Governors.
