LONDON, September 28. Four thousand Russian deserters have crossed the western frontier since tho war began. If re-captured they suffer horrible brutalities. Some in Bessarabia resort to self-maiming, and even to chopping off their hands and feet, to escape service. (Received September 29, 8.66 a.m.) LONDON, September 28.
