THE LICENSING BILL. In the House the Licensing Bill was recommitted to consider certain clause*. at clause 11, "Ettect of no-license/ Mr Seddon moved a series of amendments designed to prevent the illicit sale of liquof in no-license districts, and these were agreed to. These amendments prevent a purson carrying into a no-license district more than a quart of spirits or one gallon of beer in any one day. On resuming at 7.30 in committee on the Licensing liill Mr Jas. Allen's amendment was lost by 35 votes to 12. Air McLachlan moved the following new proviso: "Provided further that nothing neroin contained shall prevent any. duly registered pharmaceutical chemist within any clctorate in which no-license exist* from dispensing alcoholic liquors in medicinal quantities for medical purpose! upon a prescription signed by a duly registered^ medical practitioner." This was carried by 35 votes to 21. On the motion that clause 11, as amended, be added to the bill, Mr Taylor protested against the clause, and characterised it as a scheme to turn from the noiceiiße party the great body of moderates. Mr T. Mackenzie said the proviso just added would result in tho people being able to get as much liquor as they desired. The clause as amended was agreed to by 39 votes to 25. Mr Seddon moved the restoration of tho following sub-section of clause 6, which had been struck out: "In any district where no licenses exist as the result of any licensing poll it shall not be lawful so long as such result is in force to grant or renew therein any publican's license, New Zealand wine license, accommodation license, bottle license, packet license, wholesale license, conditional license, or charter of any club." This was agreed to. Mr Seddon at 8.30 p.m. moved to report progress, explaining that he was desirous of getting an Imprest .Supply BUI through that evening. IMPREBT SUPPLY. An Imprest Supply Bill for £656,000 passed all its stages. MR SEDDON!S SILVER ANNIVERSARY. Mr Seddon said he intended to visit the West Coast next week to take part in celebrations in connection with the silver anniversary of his political life, and the Licensing Bill would not be proceeded with until his return a week hence.
