GERMANY AND RUSSIA.
BERLIN, September 23. Continental opinions hold that Russia's defeats^ together, with her growing finanical necessities, will remove Germany's fears of Russian aggression for half a century and probably lead to Germany reducing her proposal to increase her peacefooting army by two-thirds, the number originally contemplated.
