I RELEASE OF THE MALACCA. ' RUSSIA WILL~NOT RENOUNCE , RIGHT OF SEARCH. (Received August 3, 10.26 p.m.) j LONDON, August 3. , A Russian official statement justifies the Malacca's arrest, and declares that the j St. Petersburg and Smolensk, whose [ special commission has already expired, > acted in accordance with the Czar's reguj lations. . The issue of passes to German steamers 1 through the Suez and protection from i search was unauthorised. The passes have been suspended, and the raiders are awaiting instructions.
