Kinsalla, who relinq lished the position of Dairy Commissioner in New, Zealand in order to take up a similar appointment in South Africa, was interviewed by a Capetown paper last month, and lie made it very clear that his experiences in the country had been rather disappointing. He had been mainly occupied, he said, since his arrival in writing articles for the Agricul-' tural Journal, and in preparing bulletins upon the subject of dairy farming. He had tried to induce ths Government of the Transvaal to start two butter factories at the most suitable centres in the country, as an illustration to the farmers of the value of co-opevation, and the Com missioner of Lands had approved of the proposal, but- the necessary mon-iy was not available, and there seemed' little prospect of its being provided. But the apathy of the Government was not the only obstacle to tho development of the industry.
