WELLINGTON, jyoe 10. The annual report of the Employers' Association states that the Association is in a stronger position, and the outlook is more hopeful than ever before. Dealing with preference to - Unionists, tbe report says : •• We regard the present discretionary power of the Arbitration Court to award preference to Unionists as entirely indefinable on the ground of abf.fract justice, but the proposal '\o compel employers tp efppjoy upioniejjs alone in all cases we must repiati by every ponsiitutional means.
