Per Press Association. — By Electbic Telegraph. — Copyright. FATAL FLOODS IN VIOTOEIA. Melbourne, March 31. There are floods in many districts, and in some places there was over seven inches of rain. A buggy load of men, in attempting to cross a flooded creek, were carried away, and one, McGregor, was drowned. Others had a narrow escape. PLAGUE. Received March 30, 5.2 p.m. Sydney, March 30. The latest plague cases reported are a woman named Barnes, residing at Pyrmont, and men named Bott (of Miller's Point), Morrish (Gastlereagh street), and May (Balmain). Morrish and Hay are dead. Brisbane, March 31. Two women named respectively Grey and Glensby have died of the plague. The man Moore, seized with the plague at Townsville, was a passenger by the steamer Waddinga from Sydney. THE CONGO FEEE STATE. Eeceived April 1, 9 a.m. London, March 31. The Aborigines Protection Association has memorialised the Marquis of Lansdowne, Secretary of State for Foreign Affairs, to unij;e with other Powers in calling the Congo Free State to account for the inhuman treatment of natives. A GEEAT FLOOD-LOSS OF LIFE.

By a disastrous flood in Tennessee, twenty-two persons were killed, and damage to the amount of four million dollars done.
