He would not listen on that account to argument based on expediency, but ho admitted the urgency of legislation to reotify the deplorable condition of land tenure in Ireland. He declared that Home Rule and an independent Parliament were impossibilities. Ireland was bound to Britain by ties even closer than those between the colonies and the motherland. Lord Rosebery speaks at Glasgow on the tenth. A manifesto has been issued by the supporters of Lord Rosebery on lines laid down in Lord Rosebery's speech at Chesterfield. It states that adherents of the policy intend to co-operate with the rest of the Liberals on the lines of that policy. A Liberal League has been formed for the purpose of organisation and development along such lines, with Lord Rosebery president, Mr Asquith, Sir H. Fowler, and Earl Grey vice-presidents. The manifesto is interpreted to mean that the Chesterfield policy, not having attracted Unionists, cautious efforts are required to convert and absorb the Bannermanites.
