RUSSIAN OPINION.
St. Petersburg, February 15. Russian official circles profess to view the Anglo-Japanese Alliance as being consonant with Eussia's declared programme in regard to China's integrity and Korea's independence. Russia will willingly subscribe to the preamble. Count Cassini, Russian Minister in America, has hinted at a promise to uphold the >"open door" policy in Manchuria, Russian newspapers in general regard the treaty with equanimity.
(per pbess assooatiion.) Auckland, February 15. Speaking at a banquet at Onehunga, Sir Joseph Ward referred to the Japanese alliance as a thing which for years he had preached as practicable. He strongly advocated an alliance of all Bnglian- speaking peoples, with perhaps Japan thrown in.
