Bbrlin, February 15. The Reichatag's Committee, by a majority of 28 votes, has decided that tbe new tariff shall be enforced -not later than January Ist, 1905.
GERMAN ATTITUDE DURING AMERICAN-SPANISH WAR.
New York, February 15. The New York Herald states that Prince Henry has sent a letter to Adtuiral Dowey which admits that Gommns, during the Manila blockade, committed an error, and that Admiral Dgwgv was right on that ocoasion, and notod in tho bent way throughout. The letter ia intonded for Americans, in order to remove unpleasant recollections of tho incident.
