SPEECH BY THE GOVERNOR.

(PKR PRBSB ASSOCIATION.)

Christchdrch, February 13. The Governor visited Cheviot yesterday, and was entertained at a social in the evening. He said he had pleasure travelling in the first passenger carriage on the new railway and trusted it would not be long before Cheviot had better communication with Christchurch. It had shown that land settlements could be a great success if in the hands of proper men, and he wished there were more Cheviots in New Zealand. He eulogised the way the colony had responded to the patriotic call. For five thousand men had volunteered in five days for the Ninth Contingent. New Zealand was not chained to the Mother Country by chains, .but bound simply by love and patriotism, which were stronger- chains than could be forged by any lawyer or Parliament.
