It is setni-offioially stated at Berlin that on Lord Pauncefote's (British Ambassador) initiative the Ambassadors at Washington on April 14th, 1898, recommended a collective note being sent disapproving of America's intervention in Cuba. A Reuter's despatch asserts that the North German Gazette — a semi-official paper — attributed the irritation .in Government circles to America's sceptism concerning recent statements. It is believed in political circles at Berlin that Lord Pauncefote took some such step, although in nowise acting against American interests. Other advices indicate that the step was taken with the late President McEinley's assent in order to test the feeling of the Powers.
