Since writing a note, which appears in another part of this issue, in respeat of tbe futility of looal criticism of British military methods, when bungling is not unknown looally, we see that the Taranaki's Herald has taken the same view. Bat it adds : — " And this particular incident is only one among many which might be quoted to chow how very badly managed the Department is. It is, for instance, about a year since the Taranaki Battalion was constituted, and it took nearly six months to get the officer commanding appointed. Since then recommendations have been asked for and made over and over agair of. officers to fill the remaining battalion appointments. The officers recommended! have been fulfilling the duties, and their formal appointment has been repeatedly promised, but so far without result. Consequently tb.7i battalion officers have not only to perform both battalion and company duties, but tbe officers' chosen number of recruits to fill their places have their promotion delayed. Again, there was the delay in providing the equipment for the annual camp. Tbe result is the discouragement of volunteers and a large number of resignations from the companies, without a proportionate number of recruits to fill their places. We oould multiply instances of mismanagement and negleot, but sufficient has been said to show that a new broom is sadly needed in the Defence^ Office at Wellington."
