FRANCE AND ENGLAND.
Colonel Picquart (of Dreyfus trial fame), in an article in the Grande Bevue, declares that Englai.d is a far more valuable ally for France than Germany.
THE EOYALISTS AND FRANCE.
Prince Victor Napoleon, in an open letter to General Thomassin, in view of the elections, indicates the Royalist programme. He promises to " retire if France would prefer another to preside over the work of regeneration. It is believed he refers to his younger brother, Prince Louis, who is known to be more popular on personal grounds with the Bonapartists.
