THE RULES OF PROCEDURE.
London, February 7. In the House of Commons, the Right Hon. J. Chamberlain opposed Sir Henry Campbell-Bannerman's (Leader of the Opposition) amendment, on the ground that reference of the rules of procedure to a Select Committee would occasion a year's delay. Mr Gladstone's drastio reforms in 1882 were considered by the House.
Mr J. Redmond taunted the House of Commons on its increasing creeping paralysis. No penalties would suppress Nationalists' protests against the oppression or disfranohisement of Ireland. The only alternatives of Home Rule were apparently new rules designed to secure disfranchiaement. ■ Sir H. Campbell-Bannerman's procedure amendment was negatived by 250 votes to 160, and the second reading was then agreed to.
