SPEECH BY LORD SALISBURY.

London, February 6. Lord Salisbury, speaking at the Junior Constitutional Club, said he was utterly unable to imagine the precise object of the Dutch Government. Possibly British pro-Boers were at the bottom of the mystery. The struggle had reached the stage when suggestions of the intellect ought to carry more weight than those of emotions. The Government would welcome with delight any peace, recognising the King's rights, and providing for the security of the Empire. But they must oonsider South African loyalists, and obtain peace for strengthening the devotion of all colonies which were growing every year.
