THE RIVAL CANALS.
Washington, January 30. Senator John C. Spooner, of Wisconsin, introduces in the Senate a bill to cdnstruct the Panama Canal at a cost of one hundred and thirty million dollars, and to proceed with the Nicaragua Canal if the Panama title is unsatisfactory.
