IMITATING JAPAN.
London, January 25. The Dowager and Council are discussing Quan-shih-ki's proposal to appoint six. foreigners to advise on international law, finance, military, naval, Parliamentary, and domestic government affairs. The success achieved by Japan with a similar plan is instanced.
