The Hon. Mr Wise, who has just returned from New Zealand, interviewed, said be did not see how any visitor to New Zealand can but be im> pressed with its very great prosperity and extraordinary fertility. The country possesses enormous advantages, which certainly appear to have been made the most of. Wherever one goes he sees evidence of very close attention given by the Government to tbe requirements of the country. In this respect the smallness of the islands is its advantage, since every local matter oan be brought under the personal notice of the Prime Minister. He was favourably impressed with the working of the Industrial Arbitration Act, and got the neoessary information to draw up regulations for New South Wales. He particularly enquired into the method of dealing with" the unemployed, having special reference to the 00-operative system of public works, and was so profoundly impressed vith the merits of this that he proposed to bring 'it under Mr O'Sullivan's notice at an early date. Tbe system may bo a little more costly than the contract system, but not more expensive than the contract or day labour scheme, plus Government relief. By adopting it New Zealand had been enabled to dispense entirely with relief works, while the moral effect upon the men of the two systems (the relief and co operative) cannot be compared.
