MR KRUGER'S MINIMUM.

At the present moment, when schemes for the settlement of the South Afrioan problem on lines of mutual concession are being digcussed, the following communication had a certain interest.

It reaches us (says ihe Daily Mail) from an authentic Krugerite source, and may be taken as an accurate statement of what the ox- President and his counsellors ace willing to accept on behalf of their countrymen, short of the "absolute iudependence " for which they have so long and so unprofitably stood out.

The communication runs :—: —

Mr Kruger, on the adv'ce of Dr Leyds and the Boer delegates, and in consonance with commando sentiment, will seriously consider British peace overtures if made to him direct ns head of the Transvaal State by an acceptable person representing the British Crown (Sir Henry de Villiers, for choice), if such peace overtures are based broadly on : —

1. Unconditional amnesty to all Cape rebels. .

2. (a) Immediate restoration to their homes of all prisoners and others now confined in camps and elsewhere.

(b) Withdrawal of all British troops from the Boer Republics.

3. Rebuilding of all farms laid waste, or financial compensation to all Boers for material losses suffered through farms and other material assets destroyed during absence on commando.

4. A treaty or convention, guaranteed by France and Russia, granting immediate autonomy in full sense and all tbe rights of self-government to the Boer Bepublics under an .Afrikander flag, with a cession by the Boers to Great Britain of the Witwatersrand district and goldfields, such cession to be regarded as the total Boer indemnity.
