The French submarine boat Espadon did a successful twenty-four hours' trial from Cherbourg to Havre and back, averaging eight knots per hour. THE ISTHMIAN CANAL. Washington, January 20. The Isthmian Canal Commission unanimously recommend the acceptance of the Panama Company's offer, and declare that the situation has altered since the Nicaraguan scheme was approved.
