London, January 18. The Government declines to publish the heliograms which passed between Generals Buller and White whilst the latter was besieged in Ladysmith. In the House of Commons, Mr Chamberlain urged that there should be no relaxation of precautions until normal conditions had been restored.

Out of 17,688 men, 42,905 women, and 56,424 children in the Boer concentration camps in December, 160 men, 453 women, and 1767 children died. Received January 19, 5.1 p.m.

London, January 18. Lord Kitchener's despatches on December Bth mentioned Lieutenant G. D. Shern, for gallantry in attacking a laager at Pongolabosch, and for good services ; Sergeant J. Davidson, LanceCorporal W. Rutherford, for bringing in wounded under heavy fire (all belonging to the New Zealand Seventh Regiment) ; and Sergeant J. Walker (Fourth New Zealand Rifles), for capturing unaided three armed Boers on a farm at Standerton. A number of Australians are also mentioned.

Reuter's Agency states that Dr Van Kuyper, the Netherlands Premier, after ascertaining the terms on whioh the Boer delegates were willing to negotiate for peace, visited London privately to ascertain if Lord Salisbury genuinely, desired peace.

A Blue Book shows that Shalkburger in September last informed Lord Kitchener that the independence of the Boers and an amnesty to rebels was imperative.
