An important decree will be read in the^ Roman Catholic Churches of the Commonwealth to-morrow regarding marriages. It enjoins strict enforcement of the laws against mixed marriages, and states: "In order to deter Roman Catholics from these sacrilegious unions, we declare that-all who in future contract mixed marriages before a heterodox minister, will incur excommunication, and those who presume to contract a marriage before a State official are guilty of a grievous sin. In such cases where priests consider a dispensation may te granted, marriages are to be celebrated outside the church, without ceremony, unless for grave reasons it is otheiwi c permitted."
