AGREEMENT.

London, January 16. A Blue Book is published dealing with Anglo-American negotiations regarding the Isthmian Canal. It shows that Lord Lansdowne, British Secretary of State for Foreign Affairs, in proposing a modification of Colonel Hay's (United States Secretary of State) version in order to secure a treaty which would be accepted by both countries and be equitable and satisfactory, emphasised the desire to facilitate enterprise wherein both Governments were greatly interested. Both the late President McKinley and Colonel Hay assured Lord Pauncefote (British Ambassador to. Washington) that they regarded the consideration shown to the American proposals as in the highest degree friendly and reasonable.

Colonel Hay further expressed his appreciation of Britain's friendly magnanimous spirit.

The Times, commenting on this, rejoices that the first important treaty Edward, "King of the British Dominions Beyond the Seas," has signed is a happy agreement with our kinsmen in the United States.
