5 London, October 23. The Anglo-German agreement is being widely discussed.
The American newspapers describe it as Lord Salisbury's finest masterpiece. It is interpreted in England as the written consecration to the principle professed on all sides to the merely complimentary Anglo Russian agreement of 1899. If the open door policy fail the spheres of influence of the various countries survive, ihus preclud. hag the predominance of any rival. M. Delcasse (French Minister) is favourable to the agreement, and considers that only unanimous, strong, self-denying action can overcome the crisis. Received October 25, 1 p.m.

The Bussian press is very sensitive in reference to the Anglo-German agree* rnent, declaring it to be unjustly suspioious. Russia is the traditional guardian of China's integrity. Some declare partition is inevitable. The Novoe Vremya declares the territory north of Peiho River is in the Russian sphere, and that the open door policy is inadmissible.
