Lord Roberts has issued a proclamation to .the effect that when all the> leaders submit and every cannon issurrendered peace will be declared, and the prisoners be allowed to return totheir homes, excepting those directly responsible for the war or its disastrous; prolongation. Stringent regulations have been issued against oath-breaking and sniping. Received Ootober 6, 10 20 a.m. London, October 6. General Baden-PowelTs first-class police receive 9s per day, besides rations" and third-class, 7s, for two years' service, such term to be renewable, or members may join the reserve, receiving £1 per month.
