London, October 2. The Institute of Naval Architects banqueted the Earl of Hopetoun, Lord Brassey (late Governor of Victoria) presiding, and presented Lady Hopetoun with a fan in recognition of her husband's presidency of the institution.

Sir Edward Reed, Chief Constructor of the Navy, presented Lord Hopetoun with a farewell complimentary address. Lord Hopetoun, replying, said he had undertaken the duty of GovernorGeneral of Australia in the full and earnest determination " to carry through successfully the great, wonderful Bhip built by Australian local shipwrights, which was shortly to be launched. It it my duty," he said, " to stand by and see the machinery set in motion." He had the good fortune to be acquainted with the men with whom he was going to work. " I believe," he added, •• they tiust me, and desire to co-operate with me for the good of the great Commonwealth.

Lord Brassey said the Einpiro and. Australia were greatly to be congratulated on the selection of the Governor, who had proved his aptitude and ability. The Right Hon. J. Chamberlain, Secretary of State for the Colonies, in his speech, said the Government had been Imperialistic, with one guiding principle. The object of their five years' administration had been that all should be well with all parts of the Empire.
