American papers regard the idea as Utopian. Paris papers are shy in expressing an opinion, fearing the project will not be revealed. President Faure and several Parisian newspapers hope that the Alsace-Lorraine question will be first settled. British newspapers recognise the Czar's motive, and, though expresing sympathy with it, the majority regard it as chimerical. The German papers are cynical, although the semi-official organs are more cautious.

The proposal had a hardening influence on Continental bourses. THe impression prevailing is that peace is assured foi the present.
