They must get at vulnerable points, and if necessary build 20 long range vessels of great j speed, four ironclads of 25 knots, two of 27 knots, and a number of torpedo catchers immediately. LONDON, December 14. M. Blowitz, the Times' Paris correspondent telegraphs that the speech caused a serious impression, and that it is evident Great Britain is regarded as a probable antagonist.
