! SYDNEY, June 26. 1 Parliament, has been dissolved. The dissolution came as a surprise, as it was not expected before July 10. Mr Reid, leader of the Opposition, considered it a bit of sharp practice, and done in order to confuse opponents. The Minister of Lands proposes to largely substitute laod leases with the right of purchase; also to appraise the unimproved value and fix rents at from 1£ to 2£ per cent on that value for, tbe whoJe period of lease, which is fixed at 28 years, with the option of renewal. With regard to village settlements tbe same terms are to be allowed, and the Minister adds that settlements may be worked as a community or on individualistic lines. A leaseholder, instead of mortgaging, may take a portion of bis holding as freehold, and sell that instead of borrowing on the whole. ' '
