LONDON, June 23. Sir William Harcourt said he did not propose to collect taxes in tbe colonies, but to colleot from the British executors duties on the assets under their control. No deduction would be granted to foreign countries.
The Times advises the oolonies to look narrowly at the Chancellor's proposed reciprocity. It does not remove tbe sting of asserting the right to impose taxation on them.
Professor Dicey contends that domicile is one of the worsts tests ot liability to taxation. The oolonies have a real grievanoe, and are now learning to aot nnitedly against Great Britain.
