Mollwraith, interviewed on his return from England and America, appears to be impressed by his American ex* perience, with tbe hopelessness of attempting, to develop tbe ooantry satis* faotoriiy - under Government railway management. He declines, however, to reveal the new railway policy till he lays it before his colleagues, Tbere is, he says, abundanoe of unemployed oapital seeking investment at very low interest, bat it will not be lent as inscribed stock because new issues wonld again demoralise the colonial stook market. The cardinal feature of any railway policy <xnnat be tbe ear-marking of securities for loans to be raised in future.
